Japanese prosecutors formally indicted Devin Jacob Ballard on 26 October 2026. The 20-year-old US Marine is charged with the murder and robbery of Anna Yagi in Naha, Okinawa. The indictment confirms details of the crime that sparked immediate political and public response across Japan.

Ballard is accused of strangling Yagi, 39, with a telephone cord inside a hotel room. He allegedly stole her backpack and wallet after the attack. The incident occurred on 3 October. Prosecutors cited the indictment document to confirm the specific method of killing and the theft of personal items.

Ballard was stationed at US Marine Corps Air Station Futenma. He was arrested following the discovery of Yagi's body. While he initially denied the allegations, investigators from Asahi Shimbun and Kyodo News reported that he later made statements suggesting his involvement. Security footage from the hotel shows a man believed to be Ballard entering the building with Yagi and leaving alone with her belongings.

Prime Minister Sanae Takaichi labeled the crime brutal and heinous. Her government registered a strong protest with the United States. Takaichi called for strict disciplinary action against US military personnel and thorough measures to prevent similar incidents. The Okinawa prefecture has repeatedly demanded action from the US to stop such cases.

Okinawa hosts approximately 55,000 US soldiers, the highest concentration of American troops in Japan. Governor Genta Koja stated he views the alleged crime as a sign of a lack of discipline. The Marine Corps said it is actively cooperating with Japanese authorities and extended condolences to the victim's family.

Protests erupted in Naha and Tokyo earlier this month, with about 100 people demonstrating. Social media users expressed outrage, with one posting the phrase Enough is enough. This case follows a pattern of incidents involving US servicemembers on the island.

In 2024, four sexual assault cases involving US troops were recorded in Okinawa. Air Force member Brennon Washington received a five-year sentence for the rape and kidnapping of an underage girl. In 2025, Lance Cpl Jamel Clayton was sentenced to seven years in prison for sexually assaulting a woman. The largest previous protest occurred in 1995 after the abduction, beating, and rape of a 12-year-old girl.
