The New York City government has issued a strict deadline for residents seeking reduced transit fares. If Fair Fares NYC requests supporting documents, applicants have 30 calendar days from the date of their initial application to upload the required files. This same 30-day window applies to those renewing their existing benefits. Failure to submit the paperwork within this period results in the expiration of the current application, forcing the individual to begin the process again from scratch.

The city may request proof of identity, age, address, or income to verify eligibility. Applicants must use the NYC ACCESS HRA mobile application to submit these documents. They can take new photos of the papers or upload existing images saved on a phone or tablet. Staff at Fair Fares offices are available to assist users with the upload process if technical issues arise. Users must confirm that the system displays the message 'Documentos recibidos' and verify through the ACCESS HRA platform that all items have been sent.

The review clock starts when the applicant confirms the submission or when the 30-day deadline passes, whichever happens first. The city allows up to 30 additional days to complete the review of the file. There is no interview requirement for this process. Applicants can check the status of their decision directly in their online account, and the city will also send a notice via postal mail.

Fair Fares is available to New York City residents aged 18 to 64 who meet specific annual income limits. The income threshold depends on the number of people in the household. A single-person household must earn no more than $23,940 per year. The limit rises to $32,460 for two people, $40,980 for three, and $49,500 for four. For households of five, the cap is $58,020; for six, it is $66,540; for seven, $75,060; and for eight, $83,580. Each additional household member adds $8,520 to the limit. The program does not ask about or record immigration status.

To qualify for the transit discount, applicants cannot be receiving or eligible for a city subsidy that covers the full fare or participate in other transportation discount programs. According to NYC311, the reduced fare is $1.50 per eligible ride, which includes free transfers. If a rider pays for 12 trips using the same payment method within seven consecutive days, they can travel for free for the remainder of that seven-day period.

The discount covers the subway, local buses, limited-stop buses, Select Bus Service routes, the Staten Island Railway, the Roosevelt Island Ferry, the Hudson Rail Link, and Bee-Line routes. It does not apply to express buses, LIRR, PATH, AirTrain, or Metro-North.

If an applicant chose the Fair Fares OMNY card, the card will arrive by mail two to three weeks after approval. Those who registered a personal OMNY card, bank card, or mobile device with their OMNY transit account number can use the discount immediately upon approval. An alternative option, Access-A-Ride, costs $1.50 per trip, is paid in cash, and activates three calendar days after the MTA confirms the user is enrolled in that service. Residents can qualify for Access-A-Ride even if they already have a reduced subway and bus fare. Enrollment lasts for one year. Renewing on time ensures the discount continues without interruption. If the city denies a request or renewal and the applicant believes it is an error, they have 14 calendar days from the date of the notice to request a review. This can be done at a Fair Fares office or by calling 718-557-1399 between 8:00 a.m. and 5:00 p.m., Monday through Friday.
